3902 Former Fulton coach, mayor dies

Robert E. "Bob" Fisher Jr., 73, who served eight years as Fulton's mayor and 30 years as football and track coach for Fulton High School, died Saturday morning.

Fisher served as a teacher, athletic director, head football and track coach at Fulton High School from 1961 to 1991 and as mayor of Fulton from 1991 to 1999.

Fulton Mayor Charlie Latham praised the accomplishments of Fisher. "Fisher was a great mayor and coach. I have the highest regard for him. When Fisher was mayor, he promoted me to police chief. I have the highest respect for his leadership skills. He achieved a lot both as a coach and as a mayor," Latham said.

City Administrator Bill Johnson said Fisher "really loved Fulton. He worked hard to make Fulton a better place to live, work and raise a family. He was a strong leader and used his leadership skills to make the community better."

Robert Craghead, who served an eight-year term as Fulton's mayor after Fisher's eight-year tenure as mayor, said Fisher accomplished a lot for the children of Fulton citizens. Fisher also was mayor when Dollar General built a distribution center in Fulton, Craghead said.

"I knew Bob since we were children together growing up in Fulton. It was his idea to build the walking trail in Fulton. He could not get the council to go along with him but we finally did achieve it during my term in office. But it was Bob's idea to build the walking trail," Craghead said.

Craghead said he also served as a member of the city council with Fisher in the 1970s. "It's a great loss for the city. Bob always wanted to do the right thing for Fulton," Craghead said.

Fulton Councilman Steve Moore said he played football at Fulton High School under Coach Fisher and also served as a member of the City Council of Fulton when Fisher was mayor.

"Fisher was a fine gentleman. He was very fair and everyone always knew where they stood with him. As a mayor he believed in treating people fairly and honestly. He took some bold steps as mayor and the city progressed when he was mayor," Moore said.

Jim McEwen of Fulton, former basketball head coach at Fulton High School from 1976 to 1984, said he had the greatest respect for Fisher, who also was athletic director at Fulton High School while he was coaching there.

"I also was an assistant track coach for Fisher," McEwen said.

"Fisher had a lot of loyalty to Fulton. He played football at the University of Missouri when the team went to the Orange Bowl and he came back home to coach in Fulton. Everyone always knew where they stood with Fisher. He was always open and transparent with everyone," McEwen said.

Former professional football star Tony Galbreath of Fulton got his start at Fulton High School playing football coached by Fisher. He was team captain of the University of Missouri Tigers in 1974. A running back, Galbreath played with the New York Giants when the team won the Super Bowl. He also later played with the New Orleans Saints and the Minnesota Vikings.

A 1954 graduate of Fulton High School, Fisher played football, basketball and track for the Hornets.

He was a sergeant in the United States Marine Corps from 1954 to 1957 and played football during the three years he served in the Marine Corps.

Fisher then played football for the University of Missouri as a fullback and a guard from 1958 to 1961. He was a member of the Tigers' Orange Bowl teams in 1960 and 1961.

From 1961 to 1991, Fisher was Fulton High School's football and track coach. He also served as the school's athletic director. He led the football team to a second-place finish in Class 3A in 1971, losing the state championship to Richmond in a game played in Fulton, 29-25. His Fulton High School football team also made a state semifinal appearance in 1976.

Fisher also guided the Fulton High School track team to a 3A title in 1981 and second-place finishes in 1980 and 1982. He coached the Lions Club All-Star Football game in 1991 and Fulton named its stadium after him the same year. In 1992, he was inducted into the first class of the Missouri State High School Football Coaches Hall of Fame. He also was inducted into the Fulton High School Wall of Fame in 2003.

His widow, Carolyn Fisher, said her husband had been in ill health recently. He had suffered three strokes and a broken hip recently, requiring surgery and a hip replacement. The couple had moved to a new home two months ago that was built to be handicapped accessible.

In addition to his wife, Fisher is survived by two sons, Robert E. (Bobby) Fisher III and Daniel (Danny) Fisher, two grandsons and two granddaughters.

During his 30 years as head football and track coach at Fulton High School and his eight years as Fulton's mayor, Robert E. (Bob) Fisher Jr. had many honors, activities and accomplishments:

His honors and awards include:

* Fulton High School stadium renamed in his honor in 1991 as Robert E. Fisher Jr. Stadium.

* Inducted into the first class of the Missouri State High School Football Coaches Hall of Fame in July of 1992.

* Junior Chamber of Commerce Distinguished Service Award in 1972.

* Fulton "Outstanding Booster" award in 1978.

* Missouri State 3A Boys Track Coach of the Year in 1981.

* Kiwanis Club Community Spiritual Advancement Award in 1989.

* District 9 Football Coach of the Year, 1989 and 1990.

* Kingdom of Callaway Chamber of Commerce Leadership Award for outstanding service to the citizens of Callaway County in 2006.

* Inducted into Fulton High School's Wall of Fame in 2003.

* Fisher Heights Apartments for developmentally disabled adults built and named after Fisher in 2002.

During his tenure as mayor, Fisher had many accomplishments. Some of them are:

* Most of the city's electric utility system was upgraded and rebuilt. Gas and water lines were upgraded in many areas. Sewer lines were extended to all areas of the city. Residential gas and electric rates were reduced.

* Property taxes were reduced 30 percent.

* Sales tax revenues increased by 40 percent.

* Property valuations doubled during his eight years as mayor.

* Numerous streets were built and stoplights installed.

* Fire station expanded and a new truck was added, lowering homeowner insurance rates.

* Police Department reorganized and emphasis placed on community policing. Drug dog added and police station was renovated.

* Morgan Soccer complex built. Backer Field was upgraded. Seaman Field and Anderson Field were added to the city parks system.

* Elton Hensley Airport had 22 new hangars built and rented. A master plan was implemented for the airport and the runway expanded.

* More than $1 million in Community Development Block Grants were secured for the city.

* Old city pool was converted to an improved animal control shelter.

* City employees implemented "We Care" training. City employees placed in uniforms for identification, uniformity and cooperation. City employee salaries and benefits were upgraded.

* Started the monthly newsletter to the citizens of Fulton.

3904 Robert E. "Bob" Fisher Jr., age 73, of Fulton, Missouri, passed away Saturday, January 30, 2010, at the Missouri Veteran's Home in Mexico, Missouri. He was born September 13, 1936, in Fulton, Missouri, a son of the late Robert E. Fisher. On June 4, 1961, he was united in marriage to Carolyn Baldwin, who survives at their home.
In addition to his wife, Carolyn, he wil be sadly missed and lovingly remembered by two sons; Robert E. "Bobby" Fisher III, and his wife, Cheryl, and Daniel "Danny" Fisher of Fulton, Missouri, four grandchildren: Robert E. "Rob" Fisher IV, Kristen A. Fisher, Brock T. Fisher, and Carly A. Fisher, one brother, Dr. Thomas Fisher and his wife, Fay, of Starkville, Mississippi, one sister, Mary Ann Borgelt and her husband, Clifford of Kingdom City, Missouri, several nieces and nephews and many dear friends.
Bob graduated from Fulton High School in 1954, also serving as Senior Class President. He served in the United States Marine Corps from 1954 - 1957. He recieved a BS Degree in Education in 1961 and Master of Science in Administration in 1967. He was a member of Kappa Alpha Order Fraternity, President and V.P., member and letterman of University of Missouri Football Team, 1958-1960, and member of the Orange Bowl Teams in 1960 and 1961. He returned to Fulton High School in 1961 as teacher, then Head Football and Track Coach and Athletic Director, retiring in 1991. He was a City Council member from 1968 - 1974 and 1986 - 1991; he was elected and served as Mayor of the City of Fulton from 1991 - 1999. He was a member of the First Christian Church in Fulton where he served as Trustee, Board Chairman from 1981 - 1984, and Chairman of the Church Building committee. He was a member of the Fulton Kiwanis Club for 30 years and served as President and various other offices during his tenure, was President of the Callaway County Special Services for the developmentally disabled from 1995 - 1996, Calaway County Red Cross Blood Drive Chairman 1975 - 1977, Fulton V.F.W. Post #2657, Marine Corps League, University of Missouri Varsity M. Club Association, President 1995 - 1996, Callaway County Chamber of Commerce Board, Callaway County Chamber of Commerce Ambassador, Fulton Area Development Corporation Board, Fulton Retired Teachers Association, life member of Missouri State Teachers Association, life member of the Kingdom of Callaway Historical Society.
He received many honors and awards throughout his career including; renaming of the Fulton High School Football Stadium to the "Robert E. Fisher, Jr. Stadium in 1991, induction into the first class of the Missouri State High School Football Coaches Hall of Fame in 1992, Junior Chamber of Commerce Distinguished Service Award 1972, Fulton Outstanding Booster Award 1978, Missouri State 3A Boys Track Coach of the Year in 1981, Kiwanis Club Community Spiritual Advancement Award 1989, District 9 Football Coach of the Year 1989 and 1990, Callaway County Chamber of Commerce Leadership Award 2006, Fulton High School Wall of Fame 2003, Fisher Heights Apartments built in his honor in 2002, Callaway County Chapter University of Missouri Outstanding Alumnus Award 2007.
Bob had many accomplishments and successes as Mayor of the City of Fulton including; upgrading and rebuilding the electric utility system, reduced property taxes, increased sales tax revenue, doubled property valuation, attracted investors to build the Tanglewood Golf Course, Dollar General Distribution center, Highway 54/HH Overpass project, Morgan Soccer Complex, Walking Trail, additions to the Elton Hensley Airport, converting the old city pool to the Animal Control Shelter, started the monthly newsletter to the citizens of Fulton.
Visitation will be on Tuesday, February 2, 2010 at 4:00 p.m. to 7:00 p.m. at the Mapin Funeral Home in Fulton, Missouri. Funeral services will be 10:30 a.m. Wednesday February 3, 2010, at the First Christian Church with Reverend Ed Varnum officiating. Interment will be at the Richland Baptist Cemetery in Kingdom City, Missouri. Memorial contributions may be made to the First Christian Church or to the Fulton Athletic Booster Club.

FISHER, William Fisher, of VA., married SUSAN PECK, and they had Thomas, James, Elizabeth, William, Joseph, Richard, Margaret, Charles W., and Mary. Thomas married ISABELLA HUMPHREYS, of VA., and settled in St. Charles Co., MO. in 1819, and the following year he removed to Callaway Co. His children were Mary J., William H., Susan, Isabella and Elizabeth. Joseph Fisher married MARY CRAIGHEAD, and settled in Callaway Co. in 1826. His children were William R., Charles P., Mary J., Elizabeth G., James M., Richard B., Joseph S., Sarah M., Catharine F. V., and Cordelia A. William Fisher, Jr., settled in St. Louis. The Fitzgerald family is an old one in the history of the country and an energetic one, and no less honorable in America than it is ancient and noble in Great Britain, whence the American branch is descended. There was a Lord Edward Fitzgerald, Duke of Leinster, whose wife, Pamela, was a half sister to the last king (Louis Philippi) of the French; and then there is Lord John D. Fitzgerald, present member of the House of Peers of England. And in our own country was Hon. William Fitzgerald, who defeated Davy Crockett for Congress in Tennessee, and Hon. Thomas Fitzgerald who served under General Harrison in the War of 1812, and subsequently becoming a citizen of Michigan, succeeded General Cass in the United States Senate from that State. Many other distinguished members of the family might be mentioned.

William Fitzgerald, born September 9, 1814, originally of Virginia, where the American branch of the family first settled, and Mary J. Corley, born February 26, 1820, in the same State, who were married in 1841. Immediately after their marriage they immigrated to Missouri in 1842, locating on Grand river, in Livingston county, where they lived for two years, moving from there to Callaway county where they reared their family and lived until their deaths. The father died July 27, 1851, and the mother died in widowhood, March 7, 1879. They reared a family of five children: Margaret B., born April 1, 1843, wife of Samuel H. Day; Marcella, born September 4, 1844; Benjamin R., born March 13, 1846; William T., born November 19, 1848, and Mary E., born October 26, 1851, wife of Robert T. Hayse.

She must have been only visiting, she died in Kansas. Still odd that she was listed as a widow in 1930 since cemetery records and an old obit for her husband show that he died in 1933.

I have now received information from the Sedan Kansas historical society. They sent an obit and the record from the funeral home. The record is where her date of birth was listed. It also stated she was buried in Monett Kansas, and the Hist. Soc. told me that the cemetery in Monett is the Riley cemetery, which is where her husband was buried. The obit confirms that she had been living in Missouri, and was visiting her daughter in Sedan Kansas when she died. From her husband's obit and the fact that she was living with her sister in Missouri for quite a while before her death, I believe she and Silas Gilpin were seperated for quite a few years before their deaths. His obit states he had been living with a son in Oklahoma for 18 years. I find no evidence of Eliza in Oklahoma, and I do have proof that she was living in Missouri three years before his death.

Mrs. Eliza Gilpin Dies Suddenly Wednesday
Mrs. Eliza Gilpin, 80, expired suddenly at the home of her daughter, Mrs. Ike Short in Sedan at 2:00 o'clock Wednesday afternoon. The body was removed to the Baird Funderal Home for burial preparations. Funeral arrangements have not been completed.
Mrs. Gilpin came here from her home in Missouri about two weeks ago to visit her daughter and family.
She is survived by two sons and two daughters: Mrs. Dora Dorcie of San Francisco, Cal.: Mrs. Ike Short of Sedan; T.S. Gilpin of Drumright, Oklahoma, and C.D. Gilpin of San Francisco.

FUneral Services Saturday for Mrs. Eliza Gilpin
The funeral for Mrs. Eliza Gilpin was conducted in the Baird Funeral Home Satuday afternoon by Edwin G. Michael, pastor of the Christian Church. Special music was furnished by a duet, Mrs. Myrtle Ackarman and Mrs. Herbert Lockyear, who sang "In the Garden" and "Face to Face." Mrs. E.A. Marrs accompanied at the piano.
Pall bearers were P.A. Cornelsen, Harry Burton, Elon Taylor, Marshall Martain, Clyde Howell, Geo. Meacham.
Interment was in Monett Cemetery.

3947 Death of Mrs. James Hill
Mrs. Elizabeth Hill, wife of James Hill, died at her farm home three miles west of Fulton on Monday and the remains were interred at Central Christian church yard on Tuesday. Mrs. Hill had been in bad health with rheumatic troubles for some years but the malady which caused her death, cancer of the stomach, did not develop until last May. She was 59 years of age and was a charter member of Central Christian church in which faith she was an earnest and consistent follower.
Her maiden name was Elizabeth Fletcher and six sisters, Mrs, J.R. Carter of this city, Mrs. E.M. Sitton, cote San Dressin, Mrs. William Willing Jr., west of town, Mrs. Thomas Jones, Salisbury, Mrs. Susan Oestreich, Salisbury, and Mrs. Eliza Gilpin, Kansas, are left to mourn her demise, as well as the husband and four children whose names are J.W. Hill, M.E. Hill, Noah F. Hill, and Miss Inez Hill.

3949 Elva Louise McIntyre, 74, Sturgeon, died Feb. 12, 2002, at Boone Hospital Center, Columbia.

She was born Dec. 7, 1927, in Jefferson City, a daughter of Cecil M. and Goldie Fay Lairmore Fletcher. She was married March 7, 1947, in Fulton, to Louis Everett McIntyre, who died Feb. 27, 1981.

She worked at International Shoe Company in Fulton for 19 years.

Survivors include: three daughters, Punkie Spencer and Barbara McIntyre, both of Harrisburg, and Betty Blakemore, Sturgeon; four brothers, Harry Fletcher, Gary, Ind., John Fletcher, Mokane, Earl Fletcher, state of California, and Billy Joe Fletcher, Columbia; three sisters, Iola Wilson, Kingdom City, Opal Spencer, Millersburg, and Esther Longcrier, Columbia; 14 grandchildren; and six great-grandchildren.

Services will be at 2 p.m. Saturday at Maupin Funeral Home, Fulton. Burial will be in Dry Fork Cemetery, Guthrie. Visitation will be from 5-8 p.m. Friday. Memorials are suggested to the Elva McIntyre Memorial Fund.
